Without a strong voice, you will get lost in the slush pile.
Unless you're famous, of course.
Carry a notebook.
Use it to write down ideas that come to you.
Write down phrases you like, metaphors you hear, and short story elements that come to you.
Fill it up.
Get more notebooks and fill them, too.
Bone up on grammar and punctuation.
Learn what the rules to language are, and when its OK to break them.
Listen to how people talk, and how much actual dialogue doesn't sound like proper writing.
Finally, write.
Rough drafts are always 100% crap, so when you feel discouraged or realize that you tossed everything you knew about grammar out the window, just push through it and keep writing.
I recommend Scrivener, for writing software.
It has lots of ways to keep track of writing goals.
After you get your first story in its rough draft, throw it in a drawer for a few months.
Start on the next story.
In three or more months, reread your first draft.
It will likely be awful.

You don't need to go all in on your plot.
What your plot lacks your good characters should make up for, but the plot should at least be interesting.
The characters should have a goal they're aiming for.
It could start off small–like maybe trying to find a better place to fish—and then it could escalate to something bigger, like, say, defeating a sea monster terrorizing the local fish.
It's really up to you what kind of plot you want to make.
Another tip is to make a journal of your plot.
It could help you keep track of things and change things easily if need be.

Have an overwhelming need to explore a situation that you have experienced or someone tells you a story that facinates you and again you want to expand on what they tell you until your imagination builds the story so you feel ‘pregnant’ with it and your fingers itch to start writing.
